湖南省外国留学生奖学金管理办法

 

第一章　总  则

第一条　为鼓励外国留学生来我省高等学校学习和进修，扩大湖南教育的对外影响，激励他们勤奋学习、积极进取，特设立湖南省外国留学生奖学金。

第二条　湖南省外国留学生奖学金由湖南省人民政府出资设立，省财政纳入省级教育部门预算，省教育厅负责日常管理，每年评审一次。

 

第二章　适用范围

第三条　本奖学金适用于全省所有招收外国留学生的地方高等学校。

第四条　本奖学金面向已在我省留学的全日制本科学生、硕士和博士研究生以及拟来我省接受学历教育的语言进修生。

 

第三章　申请条件

第五条　湖南省外国留学生奖学金申请的基本条件：

1、申请人拥有外国国籍，依法持有外国护照，对华友好；

2、自觉遵守我国法律、法规，遵守学校各项规章制度；

3、诚实守信，有良好的道德修养，身体健康；

4、在校期间勤奋刻苦、成绩优秀。

 

第四章　奖学金类别及奖励标准

第六条　奖学金的类别及标准

本科生奖学金每人1.5万元/年；硕士研究生奖学金每人2万元/年；博士研究生奖学金每人2.5万元/年；语言进修生每人6000元/半年。

 

第五章　奖学金的申请、评审、发放

第七条　在我省高等学校就读的外国留学生根据奖学金申请条件，按学年向所在学校提出申请，每学年一次，符合条件的学生可连续申请，并提交《湖南省外国留学生奖学金（学历生）申请表》（见附表1）。

第八条　拟来我省接受学历教育的留学人员可直接向各招生学院申请半年的语言进修生奖学金，并提交《湖南省外国留学生奖学金（语文生）申请表》（见附表2）。

第九条　省财政厅、省教育厅根据各有关高校上一年“外国留学生管理信息系统”上报的全日制外国留学生在读人数等有关数据，于每年5月底前向各有关高校下达奖学金名额。

第十条　各有关高校根据省财政厅、省教育厅下达的奖学金名额，按照公开、公平、公正的原则组织等额评审，确定初审合格学生名单，在学校内进行不少于5个工作日的公示，并于每年6月底前将公示结果上报省教育厅。当年享受中国政府奖学金和孔子学院奖学金资助对象的学生不得确定为湖南省外国留学生奖学金资助对象，以免重复资助。

第十一条　经省教育厅审核确认的获奖留学生，由省财政厅、省教育厅于每年9月底前向各有关高校下达经费预算，再由学校发给获奖学生本人。

第十二条　各有关高校应及时将奖学金一次性发放给获奖学生，并于每年10月30日前将获奖学生名单按《湖南省外国留学生奖学金备案表》（见附表3）格式分别以纸质和电子文档报省教育厅备案。

 

第六章　其他

第十三条　各级财政部门应加强对外国留学生奖学金的监督检查，发现虚报、冒领、截留、挪用外国留学生奖学金等财政违法行为的，应当根据《财政违法行为处罚处分条例》（国务院令427号）严肃处理。

第十四条　各高等学校可依据本办法制订相应的校内评审办法。

第十五条　本办法自发布之日起实施。原《湖南省来华留学生、港澳台及华侨学生奖学金管理暂行办法》（湘教发〔2006〕113号）同时废止。
