　　Land resources compensation and payable application price
　　Farmland reclamation cost (the cost for farmland requisitioned by the construction project) :
　　A , Level I area , paddy field costs ￥12，000yuan /acre (￥18yuan /m2); dry lands costs￥8,000yuan /acre (￥12yuan /m2).
　　B, Level II area, paddy field costs ￥11,000yuan /acre(￥16.5yuan /m2) and dry lands cost ￥7,000yuan /acre(￥10.5yuan /m2)
　　C Level III area, paddy field costs ￥10.000yuan /acre(￥15yuan /m2) with dry lands cost￥6.000yuan /acre(￥915yuan /m2)
　　D Level IV area; paddy field costs ￥8,000yuan /acre(￥12yuan /m2) with dry land costs ￥5,000yuan /acre(￥7.5yuan /m2)
Those projects that involved in requisition of basic farmland shall be charged 1.2 times that of paddy field

（2）Price for land transfer is based on the standard price (refer to the Standard Price of Land in 14 Cities (Prefectures ) of Hunan Province) of each specific city/ town, and Plot unit price shall be calculated according to the correction coefficient of each specific year, area and of various use.
(3) Charges for exploration right, ￥100yuan/year is charged for every 1km2 land from the first year of exploration to the third year, and ￥100 yuan is added for every 1km2 every year since the fourth year with a limitation of￥500 yuan/km2.year
(4) Charges for mining rights,￥1,000yuan /km2.year

(5)Mineral exploration right purchase price shall be paid up once or by installment according to assessment results.
(6)Mining purchase price shall be paid up once or by installment with a deadline of 6 years.
(7) Compensation for mine resources; profits of mine product sale * compensation rate * mining recovery rate coefficient. Compensation rate is calculated by 0.5yuan﹪~4yuan﹪ of the sales revenue according to the type of ores)　　
　　2. Land resources and administrative fees
　　(1) Land acquisition management fees; All inclusive contract (including jobs, costs and time),3﹪ of the total compensations for land acquisition is charged for an farmland acquisition of over 66.67 hectares(1000mu) and other land of over 133.34 hectare(2000mu). Otherwise, 4﹪ of the total compensations for land acquisition is charged.
Half inclusive contract (including jobs and time)， 2% of the total compensations for land acquisition is charged for an farmland acquisition of over 66.67 hectares or other land acquisition of over 133.34 hectare. Otherwise, 2.5﹪ of the total compensations for land acquisition is charged.
Work inclusive contract; with a farmland acquisition of over 66.67 hectare and other land acquisition of more than 133.34 hectare, the charge is 1.5﹪of the land acquisition compensation while 2﹪ of the compensation is charges if under this amount.
Regarding the construction projects that requires no compensation and resettlement during renewal of land acquisition procedures but reinspection and registration again and that once transferred as wastelands and barren hills, the charge standard is ￥100yuan /mu
　　(2) Land use certification fees; one ordinary certification for individual costs 5 yuan; for unit: 10 yuan; Special one, 20 yuan.
　　(3) Charges for exploration license; Exploration licenses of Class A, B exploration project: 100 Yuan per license; exploration licenses of other geological exploration project: 50 Yuan per license; replacement of exploration licenses: 50 Yuan per license.
　　(4) Mining registry charges; large-size charges 500 Yuan per mine. Medium ,￥300yuan /mine ,small-size ,￥200yuan /mine, renewal or alteration charges ￥100yuan /mine.
　　3. Labor wages and other: an ordinary management personnel ,﹩2000 dollar/year; a common worker ﹩1000 dollar/year. The incidental expenses undertaken by ordinary labor is generally ﹩20/year.
　　4. Electricity charge
　　(1) For resident electricity consumption, the unit price is 0.543yuan (RMB)/kwh (1~10kv electricity price standard)
　　(2) For non-resident electricity consumption, the unit price is 0.543yuan (RMB)/kwh (1~10kv electricity price standard)
　　(3) For commercial consumption, the unit price is0.893 yuan (RMB)/kwh (1~10kv electricity price standard)
　　(4) For non-industrial, common industry, the unit price is 0.627Yuan (RMB)/kwh (1~10kv electricity price standard)
　　(5) For major industry, the unit price is0.519 Yuan (RMB)/kwh (1~10kv), 0.548 Yuan (RMB)/kwh(220KV). The basic price is 20 Yuan (RMB)/ KV.A/month (calculated by the volume of transformer), 30 Yuan (RMB)/ KV.A/month (by the maximum volume of transformer). In addition, the actual price is lower than that mentioned in clause (6) during water abundance season and off peak times. As to the newly established electricity big consumer, the price can be determined through negotiation and by directly signing contract with the power generation enterprises.
　　5. Water expense:
For industrial water consumption, the unit price is 1.58 Yuan (RMB)/ton, that’s about ﹩0.114 dollar/ton (including 0.4 Yuan for processing waste water)
For daily water consumption, the unit price is1.44 Yuan (RMB)/ton, that’s about ﹩0.10/ton(including 0.4 Yuan for processing waste water)
　　6. Freight:
　　(1) By railway: 6200(RMB) Yuan for a whole train (60 ton totally) for cargo NO.6 from Shanghai to Changsha (1193KM), 103.3Yuan a ton, 13.24 Yuan/kg for part load.
　　(2) By land: 600~800 Yuan (RMB) a ton if buy a whole truck from Shanghai to Changsha (1350KM), 880 Yuan (RMB)/ ton for part load.
　　 (3) By water: 50~100 Yuan (RMB)/ton from Shanghai to Changsha.
　　 7. Quarantine expenses for leaving and entering country boundary is charged according to Measures for Inspection and Quarantine Charges (FG Price No. [2003]2357) released by Reform & Development Committee and the Treasury Ministry
