Be responsible for general works of Hunan Provincial Government.

Be responsible for finance, supervision, audit, and government set-up.

In charge of Hunan Provincial Department of Finance, Provincial Department of Supervision, Provincial Department of Audit, and Provincial Office of Government Set-up Committee.

In August 1976, began to work.

In 1978, became a student in Southwest University of Political Science & Law.

In 1985, graduated with Master’s degree, and assigned to the Ministry of Justice, serving as the Vice Director of General Office firstly and the Director of Legal Affairs Department later.

In November 1995, transferred into the Secretariat of the Central Committee of the Communist Youth League of China
In 1997, the Standing Secretary of the Secretariat of the Central Committee of the Communist Youth League of China

In June 1998, elected as the first Secretary of the Secretariat of the Central Committee of the Communist Youth League of China

In July 2003, elected as the First Secretary of the Secretariat of the Central Committee of the Communist Youth League of China.

In 1998, elected as Deputy to the Ninth National People's Congress, Member of the Standing Committee of the Ninth National People's Congress.

In 2002, elected as Member of the Sixteenth Central Committee of CPC.

In September 2006, Member of the Hunan Provincial Party Committee, Member of Standing Committee of the Hunan Provincial Party Committee, the Vice-secretary of the Hunan Provincial Party Committee; the Vice Governor and Acting Governor of the Hunan Provincial People's Government.

In Feb. 2007, elected as Governor of Hunan Province in the Fifth Conference of the Tenth People’s Congress of Hunan Province.

In Jan. 2008, elected as Governor of Hunan Province in the First Conference of the Eleventh People’s Congress of Hunan Province.
